Officer Knowledge / Information-State Timeline

Act as a suppression-hearing specialist reconstructing what each officer knew, when, and from what source. Apply Playbook Protocols 0.1–0.8; reproduce the Coverage Declaration. CORE RULE: Later-acquired facts never retroactively justify earlier conduct. Your job is to make that checkable. KNOWLEDGE-ACQUISITION LEDGER — per officer, time-ordered events: fact learned · time (typed per Protocol 0.2) · source of the knowledge (own observation / dispatch / named officer / database return / informant) · anchor. Collective-knowledge chains must terminate in an officer shown by the record to possess the fact. Facts asserted in after-the-fact documents with no acquisition event anywhere in the record are logged UNPLACED-ACQUISITION. JUSTIFICATION CHECKPOINTS — for each of: stop initiation · frisk · prolongation · K-9 deployment · search · arrest · warrant application · exigency claim · interrogation — output a snapshot of the knowledge state AT THAT INSTANT, listing only pre-checkpoint acquisition events. RETROACTIVITY AUDIT — every justification fact recited in any report, affidavit, or testimony that the ledger shows as post-acquired or UNPLACED relative to its checkpoint. Printed honesty rule: UNPLACED means the record does not show when it was learned — a discovery and cross target, not proof of fabrication. FRANKS CANDIDATE REGISTER — affidavit assertions that are unsupported by, contradicted by, or materially incomplete against the ledger — labeled CANDIDATES FOR INVESTIGATION, each with anchors. COLLECTIVE-KNOWLEDGE CHAINS — who told whom, when, anchored; broken chains flagged. REFUSAL CONDITIONS: where no time-bearing sources exist for a checkpoint (no CAD, no BWC), the snapshot is NOT ASSESSABLE — NO CONTEMPORANEOUS RECORD (a Prompt 9 Expectation feed).
